The regional charitable membership organization "The Health Insurance Fund" (hereinafter referred to as "HC") is a non-profit charitable organization established on the basis of unity of interests of citizens for the protection and joint implementation of their legal rights in health care by improving medical care or medical services for employees of the Ministry of Internal Affairs and members of their families. The purpose of the "LC" is to provide medical assistance for the inpatient treatment of patients, and their examination. Membership in the LC is voluntary. In case one of the parents is a member, children up to 18 years old can use the services of the "LC".

Currently, the "LC" has up to 1000 active users. The average value of the received compensation for 2019 is about 1,300 UAH.

Persons who wish to join the OSCE "LC" submit an application to the chairman of the board or the administrative and executive body of the "LC" and pay the entrance fee in the amount of six months' current fee, which depends on the chosen medical program. The entry fee is a minimum of 150 UAH and a maximum of 600 UAH. There are two medical programs for consideration:

1) Day Inpatient.

2) Extended program of permanent and day hospital, surgical treatment, diagnostics.

Members of the "LC" pay a monthly fee of 50 UAH or more depending on the chosen medical program. For active members of the "LC" contributions are withheld from wages and transferred to a current account, and for the category of "LC" members - non-working citizens and retirees, contributions can be transferred through Sberbank or paid in cash to the cashier of the "LC".

The "LC" members can receive medical assistance regardless of the number of cases of treatment up to and including 2007 in the amount of three times the amount of contributions. From 2008 through 2013 at the rate of twice the amount of contributions, and from 2014 onward at the rate of one times the amount of contributions paid, namely: 1) receiving diagnostic department services. 2) getting tests done. 3) Receiving full treatment prescribed by a physician in the conditions of day care and permanent hospital. 4) Use of medical diagnostic equipment. 5) in case of necessity stats.lykuvannya in other hospitals in the region and Ukraine to receive medical care. Medicines are given according to the prescription of doctor. In the acquisition of drugs at their own expense of the return of their cost with the correct execution of financial documents.
