SCHEDULE of the medical advisory commission of the State Administration "TMO of the Ministry of Internal Affairs of Ukraine in kirovohrad region"

The LCC meeting is held every Tuesday  and  Thursday of the month  from 10.00 to 12.30.

 

In accordance with the Regulations on the State Institution "Territorial medical association of the Ministry of Internal Rights of Ukraine in the Kirovograd Region", the main tasks of the TMA are:

Management of health care institutions that are part of it, ensuring conditions for their effective functioning in compliance with sanitary and hygienic requirements.

Provision of medical care to persons who, according to the law, have the right to medical care in the 303 Ministry of Internal Affairs, according to the standards of medical care.

Monitoring the physical and mental state of health of persons who, according to the law, have the right to medical care in the 303 Ministry of Internal Affairs, with appropriate correction.

Carrying out a medical (military-medical) commission for medicinal and military-medical expertise.

Providing social protection for former privates and commanding officers of internal affairs bodies, military personnel of the National Guard of Ukraine, internal troops of the Ministry of Internal Affairs of Ukraine, and their family members.

Implementation of the achievements of science, technology and advanced experience into the practice of TMA.

Organization of work to improve the qualifications of the TMA staff, holding meetings, seminars, scientific and practical conferences, meetings of the Medical Council, and the like.

TMA functions:

Provision of guaranteed free outpatient and inpatient medical care (emergency, primary, secondary (specialized)), including at home, in accordance with medical and technological documents on standardization of medical care to persons who, according to the law, have the right to medical care at 303 Ministry of Internal Affairs.

Conducting a medical examination, including a psychophysiological one, in order to determine the health and physical development of candidates for the police service, police officers, candidates for training in higher education institutions with specific training conditions, training personnel for the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine , and the higher military educational institution of the National Guard of Ukraine, as well as the suitability for military service of candidates for military service under the contract and military personnel of the National Guard of Ukraine; causation of diseases, injuries, injuries, contusions and injuries of police officers, military personnel of the National Guard of Ukraine, including those that caused their death.

Conducting psychoprophylaxis, providing psychiatric care, organizing and conducting medical psychophysiological professional selection in accordance with the law.

Conducting complex medical examinations (prophylactic medical examinations), preliminary and periodic medical examinations of persons who, according to the law, are subject to these reviews and are entitled to medical care at the 303 Ministry of Internal Affairs.

Conducting an examination of temporary disability in accordance with the established procedure and organizing the work of the medical advisory commission (hereinafter - VKK) TMO in accordance with the law. Implementation of measures aimed at preventing morbidity, temporary and permanent disability, in relation to persons who, according to the law, are entitled to medical care in the 303 Ministry of Internal Affairs.

Determination of the need for medical and social expertise and compliance with the procedure for referring to the medical and social expert commission of persons who, according to the law, have the right to medical care in the 303 Ministry of Internal Affairs.

Referral, if necessary, of persons who, according to the law, have the right to medical care in the 303 Ministry of Internal Affairs, to the Central Hospital of the Ministry of Internal Affairs, state and communal healthcare institutions to provide them with advisory and inpatient (specialized, highly specialized) medical care and monitor their health status in the future.

Organization, in the prescribed manner, of medical support for police officers and military personnel of the National Guard of Ukraine, injured in the performance of official tasks in the elimination of the consequences of emergency situations, termination of group violations of public safety and order or mass riots, ensuring public safety and protecting public order during meetings, rallies, processions , demonstrations and other mass events that pose a threat to the life and health of citizens, as well as in the case of participation in measures to counter terrorism, aimed at preventing damage or reducing the degree of damage to these persons.

Referral, if necessary, to the Central Hospital of the Ministry of Internal Affairs, state and municipal health care institutions to provide them with advisory and stationary (specialized) medical care and monitor their health and inform the leadership of the Ministry of Internal Affairs about their condition.

Providing, if necessary, advisory assistance to specialists of medical units (health points) of higher educational institutions with specific training conditions related to the management of the Ministry of Internal Affairs and are deployed in the region.

Organization of work to improve the qualifications of TMA personnel.

Sending the medical personnel of the TMA to specialization courses, advanced training of doctors, junior specialists with medical education and professionals with higher non-medical education, working in the TMA.

Referral of doctors and professionals with higher non-medical education, working in TMA, to the certification commission for the assignment and confirmation of qualification categories.

Organization of the work of the certification commission for the certification of junior specialists with medical education.

Adoption of decisions by the medical selection committee to send to 303 Ministry of Internal Affairs and other institutions for sanatorium treatment, rehabilitation and health improvement of persons who, according to the law, have the right to do so.

Keeping records of messages on referrals to sanatorium-resort treatment and decisions on referrals to medical rehabilitation of persons who, according to the law, have the right to do so.

Submission to the Ministry of Internal Affairs and entry into the departmental register of information on persons affected by the Chernobyl disaster (including the Dead), participants in the liquidation of the consequences of the Chernobyl disaster.

Organization of medical examination of police officers, servicemen of the National Guard of Ukraine, sent to serve as part of peacekeeping personnel, the UN international peacekeeping operation to participate in international peacekeeping and security operations, and control of their preventive vaccinations.

At the written request of the leadership of the territorial police bodies, the organization of medical support for police officers during sports events.

Study, assessment, prognosis and analysis of health indicators of persons who, according to the law, have the right to medical care in the 303 Ministry of Internal Affairs Ensuring the preparation of draft decisions on health issues related to the competence of the Ministry of Internal Affairs.

Planning, control and analysis of treatment-and-prophylactic, administrative and economic and financial activities of TMO, development of measures to improve work.

Conducting seminars, meetings, scientific and practical conferences on health issues, meetings of the Medical Council, and the like.

Implementation of the latest medical technologies, achievements of medical science, technology, medical and technological documents on the standardization of medical care for diagnostics and treatment, as well as expanding the scope of specialized care, into the practice of health care institutions that are part of the TMA.

Forming a budget request and submitting it to the Ministry of Internal Affairs within the time frame established by law.

Development and submission to the mature Ministry of Internal Affairs of proposals for the allocation and distribution of appropriations for capital construction of health care institutions that are part of the TMO, replacement or allocation of vehicles, computers, medical equipment and equipment, etc., as well as proposals for the creation, reorganization or termination activities of these health care institutions.

Providing medical care, including specialized, and ensuring the conduct of drug and military-medical expertise under contracts of individuals and legal entities of all forms of ownership, who have expressed a desire to receive a service, taking on financial obligations to pay for it.

Calculation of tariffs for paid services provided by healthcare institutions that are part of the TMA, and are approved in the manner prescribed by law.

Development (clarification) of operational and mobilization documents of the TMO in accordance with the organizational and administrative acts of the Ministry of Internal Affairs.

Maintaining a register of serviced persons, including former privates and commanding officers of the internal affairs bodies, military personnel of the National Guard of Ukraine (released before the entry into force of the Law of Ukraine dated March 13, 2014 No. 876-UII "On the National Guard of Ukraine"), internal troops of the Ministry of Internal Affairs of Ukraine, members of their families.

Reception from former privates and commanding officers of internal affairs bodies, military personnel of the National Guard of Ukraine, internal troops of the Ministry of Internal Affairs of Ukraine, members of their families of applications, documents for:

assignment (recalculation) of a pension;

receiving benefits;

obtaining the appropriate status (participant in the war, participant in hostilities, veteran of the internal affairs bodies, etc.), associated with the passage of service in the internal affairs bodies;

receipt by family members of certificates of the right to benefits in accordance with the Law of Ukraine "On the status of military service veterans, veterans of internal affairs bodies, veterans of the National Police and some other persons and their social protection."

Issuance of certificates "Participant of military operations", "Veteran of the internal affairs bodies", letters-coupons for the right to receive travel documents, badges and the like.

Transfer of information about persons with disabilities due to the war to the Fund for Social Protection of Disabled Persons in order to pay them monetary compensation for free sanatorium vouchers that have not been used for two years.
