Center for Psychiatric Care and Professional Psychophysiological Selection of a State Institution, the Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in the Kirovograd Region "(hereinafter referred to as the center) is a departmental specialized medical and preventive institution created to carry out psychoprophylactic work, medical psychophysiological professional selection, psychiatric, drug addiction, psychological assistance in the amount of a specialized (neuropsychiatric and narcological) dispensary of the health authorities of Ukraine to employees of the Ministry of Internal Affairs, police officers, military personnel of the National Guard of Ukraine (hereinafter - NSU), pensioners from among the privates and commanding staff of internal affairs bodies, military personnel of NSU, police officers, members of their families, employees of the Ministry of Internal Affairs, veterans of internal affairs bodies (hereinafter referred to as persons who are assigned to medical care).
The main tasks of the center are:
- provision of psychiatric, drug addiction, psychological assistance, mandatory preliminary and periodic psychiatric and preventive drug examinations, including for the purpose of military medical examination, to persons entitled to medical care;
- conducting a psychiatric examination, psychodiagnostic examination, medical psychophysiological professional selection of candidates for police service and training in educational institutions of the Ministry of Internal Affairs, displaced in service, dismissed from the service of police officers, servicemen of NSU and other persons undergoing medical examination in the military medical commission;
- ensuring control over the observance of the rule of law and protection of the rights of individuals in the provision of psychiatric, narcological, psychological assistance, medical professional psychophysiological selection;
- examining the mental health status of persons entitled to health care and taking measures to improve it;
- interaction of the center with interested services, bodies, institutions, organizations, legal entities in the department and outside it.
Center functions:
- carrying out psycho-preventive work among persons entitled to medical care, promoting a healthy lifestyle;
- conducting medical selection for mental health and professional selection for individual psychophysiological characteristics of candidates for police service and training in educational institutions of the Ministry of Internal Affairs, NSU in accordance with administrative documents;
- organization and conduct of mandatory preliminary and periodic psychiatric and prophylactic drug addiction examinations of police officers, military personnel of NSU in accordance with administrative documents;
- provision of outpatient psychiatric, narcological assistance to persons entitled to medical care, examination of their mental health, diagnosis of mental and behavioral disorders, treatment and observation on an outpatient basis with persons suffering from mental and behavioral disorders;
- providing consultative psychiatric assistance, if necessary - prescribing and conducting treatment for persons suffering from mental and behavioral disorders, and are being examined and treated at the TMO;
- organization and carrying out, in accordance with the legislation of Ukraine, consultative and dispensary registration of persons entitled to medical care
- carrying out, in accordance with the legislation of Ukraine, medical expertise on temporary disability for persons undergoing outpatient treatment for mental and behavioral disorders, and organizing the work of the psychiatric medical advisory commission of the center;
- preparation and submission to medical and social expert commissions of medical documents for patients with mental and behavioral disorders in order to conduct an examination of long-term or persistent disability;
- psychological and psychiatric support of police officers, military personnel of NSU during the performance of operational and service tasks in conditions of emergencies of a man-made and natural nature, as well as during the protection of public order in conditions of mass riots and holding mass events in accordance with the requirements of the regulations of the Ministry of Internal Affairs of Ukraine;
- introduction into the practice of the center of the latest technologies, achievements of science, technology and advanced experience.
