The Center for Preventive Medicine (hereinafter referred to as the Center) State Institution "Territorial medical fssociation of the Ministry of Internal Affairs of Ukraine in the Kirovograd Region" (hereinafter referred to as TMA) is a state sanitary and preventive healthcare institution of the Ministry of Internal Affairs, which is part of the TMO, created to ensure the sanitary and anti-epidemic well-being of persons, eligible for medical care in accordance with legislation and regulations.
The main tasks of the Center are:
- implementation of state sanitary supervision over the observance by legal entities and individuals of sanitary legislation of Ukraine, sanitary norms and rules, regulatory legal acts in order to preserve and protect the health of police officers, employees of territorial police bodies and subdivisions, institutions subordinate to the Ministry of Internal Affairs, military personnel of NSU, pensioners of the Ministry of Internal Affairs and members their families;
- study, assessment and forecasting of health indicators of persons entitled to medical care, determination of environmental factors that negatively affect human health, development of measures for their localization and elimination;
- preparation of proposals for ensuring sanitary and epidemic well-being of persons entitled to medical care and persons in police units, preventing the spread of infectious diseases.
Functions of the Center:
- Control over:
- observance and implementation by institutions and subdivisions subordinate to the Ministry of Internal Affairs and territorial police bodies, educational institutions, subdivisions and units of NSU, and officials of sanitary legislation: construction, reconstruction and commissioning of structures, development of new technologies, materials, products; production, storage and transportation of food products, technological equipment for the manufacture and subsequent culinary processing of food, as well as when selling food; production, transportation, storage, use and disposal of radioactive, poisonous and potent substances;
- implementation of measures to prevent occupational, infectious, especially dangerous diseases, as well as diseases with temporary disability;
- compliance with sanitary rules for the maintenance of territories, institutions, units, subdivisions, premises, industrial, domestic and cultural purposes.
- carrying out activities for the hygienic education of subordinate contingents;
- organizational and methodological guidance and provision of practical assistance in carrying out sanitary and anti-epidemic measures by medical workers of subordinate facilities;
- development of draft decisions, orders, orders and other documents on sanitary supervision and anti-epidemic measures.
Organizational, methodological, analytical and statistical work
- planning, organizing, carrying out anti-epidemic measures and work on the sanitary and hygienic section;
- organizational and methodological management of the work of medical and preventive institutions and medical rehabilitation centers on sanitary and hygienic issues and the prevention of infectious diseases;
- management of work to prevent the introduction and spread of especially dangerous infections among persons entitled to medical care
- development of operational plans of measures in case of an extreme situation (outbreaks of infectious diseases, mass poisonings, releases of toxic and radioactive substances, accidents on water pipes, sewer networks, etc.);
- collection and generalization of statistical reports, as well as operational information from health care facilities and other institutions of the Ministry of Internal Affairs;
- analysis of the morbidity of persons entitled to health care and its dependence on the impact of the environment;
- generalization of reports from health care institutions of the Ministry of Internal Affairs and preparation of consolidated reports on certain infectious and parasitic diseases, preventive vaccinations and HIV testing of persons entitled to medical care
- conducting a retrospective analysis of infectious and parasitic morbidity of persons entitled to medical care in order to develop the necessary preventive and anti-epidemic measures;
- conducting an operative analysis of infectious diseases in order to take measures to prevent cases and outbreaks of infectious diseases among persons entitled to medical care
- comprehensive analysis of laboratory research results.
- analysis of the disinfection case at the objects of supervision.
Providing practical assistance to specialists and management of subordinate facilities in the elimination of infectious and occupational diseases, poisoning.
Participation in deciphering outbreaks and group infectious diseases, investigating the causes of occupational diseases and poisoning, food poisoning and toxic infections.
Informing the leadership of the units of the Ministry of Internal Affairs of Ukraine on the territory of the region about the sanitary and hygienic state of the subordinate facilities, the incidence rate of the subordinate contingents and the implementation of preventive measures.
Determination of the need for preventive and diagnostic drugs, nutrient media, special medical equipment, drawing up applications for their purchase.
Supervision:
- examination of projects for the construction and reconstruction of structures, the development of new technological processes, materials, products;
- compliance with sanitary legislation at subordinate facilities;
- checking the organization and quality of food of the subordinate contingents;
- checking the organization of water supply to the objects of supervision and the compliance of drinking water with the requirements of the state standard;
- checking the organization of discharge of liquid effluents, the quality of treatment, disinfection and special treatment;
- verification of the organization of cleaning territories from industrial and household waste, control over the disposal of toxic waste;
- verification of the provision of microclimatic conditions, protection of people from adverse physical factors of the natural and working environment;
- verification of the organization of mandatory medical examinations of workers, participation in the selection of contingents to be examined;
- conducting selective observation, in accordance with the level of morbidity, in terms of the effectiveness and quality of preventive and anti-epidemic measures taken at subordinate facilities;
- checking the organization and conduct of preventive vaccinations for subordinate contingents;
- supervision of the sanitary and anti-epidemic regime in subordinate medical and preventive institutions (hereinafter - LPI) and the prevention of nosocomial infections;
- checking the organization of disinfection, disinsection, deratization at subordinate facilities;
- checking the organization and implementation of disinfection measures and sterilization of medical products in health care facilities;
- overseeing the organization of preventive measures aimed at reducing the risk of infection and spread of HIV infection among the subordinate contingents;
- checking the organization of the prevention of infectious diseases and primary anti-epidemic measures for especially dangerous infections in health care facilities;
- conducting bacteriological and sanitary-hygienic laboratory studies of environmental objects and bacteriological examinations of subordinate contingents within the framework of the list of studies mandatory for SES, approved by the Ministry of Health of Ukraine, and the capabilities of the available equipment.
